The Rail Bridge Row site is the last remaining section of former heavy rail corridor land to be redeveloped on Newcastle's Hunter Street and is earmarked for a mixed-use affordable housing development.
Newcastle is preparing for a significant population increase of over 40,000 by 2041 and we are working hard to forge a vibrant community where people can access safe, convenient and affordable homes.
A strategic site in the heart of the city
The 4,125 sqm lot at 280 Hunter Street stretches from Brown Street to near the intersection of Darby and Hunter Street and is opposite the Crown Street light rail stop. It was purchased from Hunter and Central Coast Development Corporation (HCCDC) in 2020.
Rail Bridge Row stands out as a prime location for creating high-quality, affordable housing through a powerful collaborative development partnership.
Project vision and development process
In March 2025, we commenced the process to identify and select an appropriate Development Partner to design, finance, build, and operate an Affordable Housing Project on this site. While this selection process is underway, geotechnical investigations have been conducted to better understand the site’s physical characteristics. In parallel, specialists have explored the site’s Aboriginal and European history, working closely with the City of Newcastle’s Guraki Advisory Committee and engaging with local Registered Aboriginal Parties.
Additionally, the site has also been earmarked to deliver an important east-west commuter cycleway connection, strengthening Newcastle's cycling infrastructure while enhancing the sustainability and liveability of the city.
This project represents a new chapter for us, aimed at creating lasting partnerships and is planned to be the first of several opportunities to engage with the market, particularly the private sector and community housing providers.
The development will help to attract more people into the city centre and will support the HCCDC commitment to the ongoing revitalisation of Newcastle, as well as our Development Control Plan and the Newcastle Local Environmental Plan 2012.
Project timeline
Phase 1 of our selection process, an Expression of Interest (EOI) was advertised via Tenderlink and submissions closed Friday, 7 March 2025 at 4pm (AEST). Following assessment of submissions, shortlisted parties were then invited to prepare and submit proposals via a Request for Proposal (RFP) which closed on Friday 11 July 2025.
We are currently assessing the submissions from the RFP. Following this we will proceed to the next stage with a preferred party with whom we will negotiate an agreement later this year.
Once negotiations are complete and Council approves the arrangement with the development partner, consultation with the community will occur as part of the planning process so that the community can see what is planned and make submissions in accordance with Council’s usual processes.
Project stages

Preparing for construction
In preparation for future construction, we have liaised with Subsidence Advisory NSW to develop a plan for identifying and delivering any necessary mine remediation works. A Development Application (DA) for mine remediation works was recently submitted to enable the investigation and remediation of any former mine workings located underneath the site.
The DA notification period runs from 7–20 October 2025. This period provides neighbours and other stakeholders the opportunity to review the proposal and submit written feedback if they wish.
If the DA is approved, we plan to schedule these works for late January 2026 and expect the work will be completed in April 2026.

As with previous geotechnical, environmental, and historical investigations, we will continue to provide notification letters to nearby residents and businesses ahead of any works commencing.
