Planning Agreements Policy
In December 2009 Council adopted the Planning Agreements Policy. The Policy was updated in December 2025. The current version became effective in May 2021 and was readopted by Council in July 2022.

Planning Agreements Register
A planning agreement is an agreement entered into by a planning authority and a developer to enable public benefits with a development.
The register is a record of planning agreements from 1 January 2021.
Works-in-Kind Agreements
A Works-in-Kind Agreement (WIKA) is an agreement entered into between Council and a developer to deliver local infrastructure such as roads, cycleways, footpaths, community facilities, recreation etc. identified in our development contributions plan instead of paying full or partial payment of a section 7.11 monetary contribution. A WIKA can only be considered where the works are identified in the works schedule of our local development contributions plan. These works would otherwise be delivered by Council using funds collected.
