Road Occupancy Licence
A Road Occupancy Licence (ROL) is required for the use of part or all of a Council road (including roadway, footpath or nature strip within Council road reserve) to carry out works.
Apply for an ROL by completing our online form and providing the required supporting documents:
- Traffic Control Plan (TCP)/Traffic Guidance Scheme (TGS) or Traffic Management Plan (TMP). The TCP must be prepared by a qualified person and all the traffic control devices must be installed in accordance with the ‘TfNSW Traffic Control at Work Sites Technical Manual’. You can contact any traffic management company or someone who has the licence/certificate for preparing a work zone traffic management plan to prepare the required TCP for you.
- Public Liability Insurance for the applicant, traffic control company and if a crane is to be used, the crane operator.
- Notification Letter containing the following information:
- site address
- date the works are being carried out, the hours of work (please include if the closure will be 24/7)
- the street that the closure will take place
- the reason for the road/footpath closure
- the number of parking spaces that will be occupied and the location of the parking spaces, if used
- site contact details.
- Distribution Map outlining the area that the Notification Letter will be delivered.
- If using a Crane or any plant equipment, a lift study/plant specifications is required.
Applications should be submitted (with all the required documents) and paid at least:
10 full working days from the proposed start date* | 5 full working days from the proposed start date* |

Important information:
- Submitting your application without sufficient time will incur a late fee and does not guarantee the application will be processed by the requested date.
- Applications may be rejected or requested to delay the start date to ensure a sufficient notification period can be provided.
- ROLs can be issued for a maximum length of one month. If you require a ROL for longer than one month, an extension request will need to be submitted at least 2 business days prior to your current ROL expiring.
- An ROL extension can be issued for up to a one-month period. Fees will apply for additional months.
- If the scope of works has changed or the current ROL has expired, you will need to submit a new application.
- If you need to modify the dates of a ROL application prior to approval and issuing, or if the date needs to be changed due to weather conditions please email traffic@ncc.nsw.gov.au with the new dates and revised notification letter.

To extend an existing ROL, you must submit an extension request 2 business days prior to your current licence expiring:
The ROL can be issued for an extension up to a one month period.
Please note if the scope of works has changed or the current ROL has expired, you will need to submit a new application.
If you want to modify the dates of an ROL that is currently under assessment (not yet approved), please email traffic@ncc.nsw.gov.au with the new dates and revised notification letter.
