Generally, a shipping container installed temporarily for storage purposes following a natural disaster does not require development consent however it is recommended this is confirmed with Council or a Certifier.
Further details regarding the development standards that need to be met can be found using the Exempt Development Code.
For all other circumstances, development consent will be required. This includes the installation of a shipping container as a shed, studio, office, etc.
Development consent may be sought via Complying Development for the installation of a shipping container on private land, provided it meets the development standards as outlined in the NSW Complying Development Housing Code.

If the proposal does not qualify as Complying Development, you will need to lodge a Development Application.
Development consent can be sought through a development application for the installation and use of a shipping container on private land, provided the proposal meets the relevant planning controls.

Where there is limited available land at properties for building and/or renovation works, owners may apply to occupy part of the road for the placement of a shipping container for the short term storage of construction materials, in accordance with the Roads Act 1993, Section 138.
